Mallory Barg Bulman: What should happen to the civil service system

Like the Obama administration before it, the Trump administration has proposed overhauling the civil service system. In its budget proposal, it points out that 40 years have passed since the last major reform and times have changed. But also like the Obama administration, the Trump team is short on specifics. So what should happen? Mallory Barg Bulman, vice president for research and evaluation at the Partnership for Public Service, discussed the possibilities on Federal Drive with Tom Temin.
